I think the simulation is sufficient. -
  Nature and society can be simulated, because they are 100% subject to objective laws.

"Practice" is not needed by 90%. Theories are sufficient because:

1. Science has already discovered 99% of the laws of nature - in areas important for human life.
  2. Simulation methods and computer power allow you to simulate 99% of natural processes - technique, weather and tn - with sufficient accuracy.
  3. IT-technologies allow creating a social organization that allows to simulate social processes - with sufficient accuracy.

The scientific experiment is cheaper than the "practice", and more effective, because "practice" (vital activity, has as its goal - it) is complex and ambiguous, and the experiment is specially organized to test objective laws.

Technological Forecasting:

With a good self-organization of the methodology, it is possible to predict quite definitely the technological development.
  Specific inventions are not necessary for this.
  Although the forecast will greatly help them.
  For example, already in the beginning of the 20th century it was quite possible to foresee:
  • The appearance of nuclear weapons.
  • Development of microelectronics,
  • Development of genetic engineering.

Technological forecasting would have:
  The economic effect is comparable to the technological development itself, and
  An important influence on the sustainability of development.
  For example, now it is necessary to model and discuss social problems of immortality-multiple increases in the length of a person's life.

"Utopia" - for utopians:

Social experiment - possible, - with the help of volunteers.
  For the sustainability of the development of Civilization, experimental "Communities" are necessary - to clarify social laws - to increase the reliability of modeling the future global society.

How is this possible:
  The tasks are formulated, not by a proposal, but by programs that increase the reliability of results = answers.
  Volunteers choose the ones that they like.
