Consultative structure and democracy:

Corruption is an irreparable property of the Hierarchy:

In Autocracy, Hierarchies - there is no problem of horizontal alignment of interests. -
  - The main thing is the interest of the ruler.
But the ruler must take into account the interests of the lower ones, to rely on them.
Directly downstream, using this dependence, have some sovereignty.
"Natural selection" in the struggle for power selects selfish people.
Even the holy ruler is forced to put up with, the arbitrariness of subordinates, their abuse of the subordinate.
There is also a cumulative - "class" interest - of the entire ruling elite.

T o corruption - there is an ineradicable property of the hierarchical System.
T o human rights and the influence of ordinary people on politics is not a whim, but the only means against corruption, poverty, and all the poor quality of life.

The personal qualities of the rulers are secondary:

Example 1: The main communists of the USSR - the leaders of the republics of the USSR, in one night turned into the main anti-communists.

Example 2: Khrushchev, USSR:
"The chief executioner of the Lenin Guard, when he himself seized the place of the ruler, spoke out against repression, and for the return of power to the CPSU, not because of personal qualities but from the interests of the struggle for power at that moment-to redirect blame to competitors, And to rise, lowering Stalin.

Hierarchy is the spontaneous organization of the crowd.

Example: 1990's after the USSR:
In the 1990s there was a wild redistribution of power lost by the CPSU.
This example is not entirely successful. - Power, the ruling elite did not lose.
There were only a few permutations inside it, and a change of propaganda signs.

Disadvantages of Pluralistic Democracy:

"?" Economically strong interest groups are better organized, more active, and therefore have more opportunities to influence power.
"?" Absolutizing the neutrality of the state.
"?" Direct control of parliamentarians by voters is impossible.
"?" Voices of voters go to 2-3 large parties or associations, whose programs do not differ in variety.
"?" Taking into account the interests of all groups, decisions are NOT accepted.
"?" Behind parties and movements is not the mass electorate, but only its active part.

Neither Particle-winning democracy, nor Polyarchy R Dal, these shortcomings do not eliminate.

The main problem of democracy is the coordination of interests:

Democracy is not suitable for a radical solution to strategic problems, since it requires constant coordination of interests, development of various public alternatives, tolerance.

In 1990, I made 3 attempts to organize an "Advisory structure".
I found a "loophole", without the above disadvantages.
Its idea is to replace the hierarchy of people with a hierarchy of interests, opinions,
In the cultivation of the development of differing interests, opinions on the levels.
Common but small interests, opinions - are agreed upon - at the top.

"Top", however, in the Consultative structure as such, no. - There is a single-ranked, but structured Network.
  Loss of interests, no opinions.
The political division of labor, representation, parliamentarism and mediation is not.
The mechanism of the veto is not. Instead, move to a close but parallel branch.
  The state is not.

The main reason for the failure of self-organization of the Consultative Structure in 1990 was the absence then of its material basis - the Internet.
The KGB killed communism in time. - Another 10 years, and the KGB would have lost power.

"Totalitarian Democracy" and nomination of candidates:

The Tsarist Duma-1905 in Russia was much more democratic than Duma-2015. - Delegates from the peasants were indeed delegates from the peasants.
The Bolsheviks corrected the Tsar's mistake - they replaced delegates for their own - the Bolsheviks - at the very bottom - at the very first stage - the nomination of candidates for delegates.
Putin's special services have improved this mechanism. - Every fifth citizen of the USSR was informers and provocateurs.
With a good organization, this subordinate "minority" easily imposed its will, or rather the will of its superiors - to the unorganized majority, to the crowd.

Error Nemtsovyh and Bulk:

Oppositionists in Russia completely wrongly focus on holding the elections themselves. - The elections themselves can be completely "honest", without violations, with a lot of candidates, and even - on party lists.
And, nevertheless, - a complete farce, - not a single candidate - a representative of the people themselves in them no longer participates.
Therefore, there is no democracy as a representation of the people in Russia at all.

Global Danger:

But the worst part is that this political technology of fictitious democracy is gradually being adopted in the West.
Let, even, this is not done by special services, but - the leadership of the ruling party, and their rich sponsors.

As early as the beginning of the 20th century, trade union bosos were separated from the workers who nominated them, and influenced their own elections.
In numerous trade unions - with millions of members, the most organized groups won, which, for this most of all, "represented" their own interests, and not the interests of ordinary members.

Consultative structure and democracy:

The best way to self-organize the crowd is not parties, not trade unions, but a consultative structure.
The multiple parallelism organized by means of the Internet - allows to create the consensus mechanism of direct representation of opinions - instead of representation of people, hierarchy of opinions - instead of hierarchy of people:

Below, in the factions - complete unanimity.
Larger associations unite a more general unity.
Finally, at the global level - Negroes and whites, Jews and Muslims, "capitalists" and workers unite the issues of the survival of civilization, peace and human values.

The advisory structure allows:
  + Save Minority Views,
+ Do not impose an opinion on minorities.
+ Create a mechanism for selecting the most effective opinions that suit all groups - at this level.

Therefore, the Consultative Structure is the only way to save democracy from degeneration.

"The Plurality of Worlds" and the survival of Civilization:

Multiplicity of Universes:
Googles empty physicist, there is 1 - Our universe, which allows the mind.

physics

Multiplicity of inhabited planets:
Apparently, only the Earth Civilization has a chance.

Our Universe

Multiplicity of states, political systems, cultures

Europe, West

Multiple ways of transferring information

Multiplicity of Civilizations:

The upper level narrows the possibilities of the lower ones:
At Our physics, DNA life has the greatest chance.
With DNA life, the greatest chance is the anthropomorphic mind.
With the anthropomorphic mind, the greatest chances are - Civilizations like the Earth.

Consultative structure and culture:

USSR, 1991:

Democrats did not come to power.
Democrats carried out more or less democratic laws.
But the people did not use them. - Under Stalinism, the people developed a unique force of habit to passivity, apathy and subordination.
The Soviet system was restored without communism in almost all the countries of the former USSR - from Belarus to Tajikistan.

Democracy can not be imposed.
Democracy is political activity - from the bottom up.
For the same reason, the orientation of the Germans to a struggle for power, or bulk - to expose, - causes distrust. -
  - We should not fight for power, but create grassroots, parallel self-government and self-organization.
  T e - Consultative structure.

Demo-arhe:

Slogging of Propaganda:

Usually "scientific" terms are used by propaganda for:
  - Distortion of the meaning of words, drift of concepts,
  - Science-imagery, substitution of argumentation with authority.

I am a maniac of simplicity - while minimizing terminology and new entities.
Truth is the simplest model of adequate.

However, about terms:

"An-arhe" - the term is spoiled by propaganda.

1. He already makes sense of "chaos", lawlessness, arbitrariness.
  2. It is inadequate: "arhe" is not "power", but "sovereignty."

"Demo-cratic" is also a term spoiled by propaganda.

The word "power" propaganda is understood as power over someone - representatives on represented, delegates - over delegating.
There is no power over oneself, it is sovereignty, independence is "arhe."
"Demo-arhe" - "sovereignty of the people", personality - is represented by a word more suitable.

Consultative structure - the best way to democracy:

Why did the democratic reforms of the 1990s fail? -
  - Because the democrats were cut off from the people.
Of course, they inherited from the USSR the complete isolation of the people from power.
But this does not justify them. - Many of them were just crooks who used the situation to cash in.
Cynicism and scam is also a Russian tradition - the main communists of the USSR turned out to be the main anti-communists, "democrats" - anti-democrats.

Democracy can not be given:

In an authoritarian country, in which there are no democratic institutions and mechanisms in fact, any democrat who takes power over a state machine will in fact be a dictator.
With the help of the dictatorship, without the participation of the people themselves, building democracy is almost utopia.
One of the pillars of democracy in the West is civil society.

There is no way out, an opportunity to build democracy in Russia?
  - There is a possibility! - This is an Advisory structure
This, at the same time, is a 100% involvement of the people in the process of building all the institutions of a democratic society.
This, at the same time, - "industrial training" - learning in the process of creative work.
This, at the same time, is the most, if not the only, non-violent, smooth option.

The advisory structure is the only way to democracy:

Russia is a country of career cynics:
"More than half of the so-called leaders. & Quot; oppositions & quot; - these are the former "Hedonists", excommunicated from the state feeder and want to return to it.
The parties "Navalny, Prokhorov, Udaltsov, Potkin, Demushkin & quot; De facto does not exist. - There are & quot; support groups & quot; Specified citizens. "

The advisory structure is a fundamentally powerless structure.
It does not give the leaders of opinions the advantages within themselves.

Consultative structure and professionalism:

"In the economic block of the government and the Central Bank are working people whose anti-crisis program: oil prices will soon rise, and then everything will be fine.
And look who is leading the railways, pumps oil, builds roads, the Vostochny cosmodrome, who became the director of the Novosibirsk Opera and Ballet Theater. "
  (Maxim Mironov)

Thus, the Advisory Structure has a big handicap now.
That is, consensus may even be more important than cross ratings in it.

The viciousness of the "Dictatorship with a Human Face":

Indeed, bureaucrats have dissolved, health care has become worse than in the USSR.
  - "Stalin is not on them, would shoot a dozen doctors, the rest would try."

It is paradoxical, but in the CAR there is a popular cult of Bokassa, a cannibal who gave the unruly children a truck with his own hands. - His environment suffered as well as the common people.
Bokassa at least restrained the arbitrariness of other cannibals.

The half-savage Russians just do not have enough imagination to imagine life in Germany.
Instead of arguments, it is more effective - simply showing European life through the eyes of Europeans - farmers, teachers, doctors - not jobs, but their social sphere, relations with society and the state.
And only then to accompany the facts - arguments, - comparative analysis, and concrete proposals that ensure that local "dermokrats" again will not work "as always."

analog: Pedagogical problem: "To beat or not to beat?"

Example: My daughter never touched a finger, 100% freedom granted, with a diaper treated as an equal, she had a walking acquaintance.
Nevertheless, everyone is surprised how it turned out that she is a 100% sample of Puritanism.

Among acquaintances, there are also many examples, when all childhood was brutally beaten, but grew up drinking, smoking, etc.
And it's not a personal example, but the effectiveness of the liberal democratic pedagogical system - in putting responsibility on the child - from diapers, in 100% replacement of paternalism and patriarchy - with help.
Daughter from 3 years old considered herself responsible for all kittens and puppies in the district.

Parallel Democracy and "Real Affairs":

Maxim Mironov suggests Democrats to engage in "Real Affairs" - anti-corruption investigations, drug control, "City projects", the struggle for the social rights of prisoners and Muscovites.

Disadvantages of "Real Affairs":

Real cases, of course, are useful, but this strategy has some drawbacks:
  1. Mironov himself writes about "Real Affairs" not as a self-goal, but as a means of gaining popularity.
  2. "Real Affairs" preserve authoritarian power, help it in what it is not capable of itself.
  3. There is no guarantee that the conditional Navalny will not be another protege of the special services, will not go into a deal with the special services or simply not be tempted by the power of the authorities. Indeed, in Russia all is infected by authoritarianism, even "democrats", as the 1990s showed.

"Real affairs" must be dealt with, but only at the same time - in democratic structures. -
  - If the organization "Real Affairs" - hierarchical, it is better, let them continue to deal with power structures.

The optimal form of the horizontal organization of "Real Affairs" is - the Consultative structure.
It is the best school of democracy, the only guarantee against the restoration of authoritarianism with new leaders.
