Russian terminators go:

Russia is known for inefficient spending of the budget due to corruption.
Including, ineffective projects are imposed, convenient for money laundering.
However, in matters of war and massacres, Russia and the United States can exchange seats.
- The Advanced Research of state structures in Russia is not corrupt.
DARPA, for some reason, concentrates its subcontractors into dead ends, like exo-skeletons, mechanical mules and environmentally friendly weapons.

"The pen is stronger than the sword":

Defeated by «The Voice of America» radio station, the Kremlin understood the power of the word.
He will not stop at the fact that his propaganda is already the most perfect in the world.
Now the Kremlin will develop IT, and, in particular, Artificial Intelligence in the direction of manipulating the Americans.
- America can be defeated by the Americans themselves.

This makes AI dictatorship from the government the main threat:

The external threats like asteroids or volcanoes are insignificant. The humanity can deal even with nuclear fallout and synthetic bacteria. However, AI will not be defeated as easily and the chances of survival are 50/50. Nevertheless, we have the potential to survive the tech period and, frankly speaking only we can do it because we are alone in the Universe.
You choose:  To be or not to be.

The human psychology remains the same, but AI manipulation will evolve. It's evolving already: AI programs are developed to study user behavior on the Internet including the facial expressions. Right now Russia is trying to use AI to improve its propaganda by manipulating social polls and human psychology.

On the one hand, the progress made our lives better.
On the other hand, it gave us the power we are not ready for.
This is the most dangerous time for our planet. And no, the humans in general are not the main danger, but the elites are.

Freedom is degrading:

In XXI century the democracy is disappearing not in Russia only. The voters are losing their influence. This is the main danger right now.  The governments haven't provided an adequate solution for the main threat which can be explained by the lack of interest of the democratic states. Of course, they might be doing something in secret, but it doesn't make the situation better.

The representative democracy is doomed:

Corrupt politicians are successfully manipulating «useful idiots» starting with electing the «representatives». There is no need for dictatorship, when you can get what you want with «democracy».

International FSS:

The French elites with Macron repeated the steps of the Yeltsin team in 1999 when Vladimir Putin was given the rhetoric which the protesters could relate to. This made Putin, who hadn't been a well-known figure by then, famous.

Classic Western democratic institutions make the development of democracy very improbable, and you can see it with your own eyes. However, lack of democracy reduces the chances of survival. The society of elites is not as stable as it seems and can end in the physical destruction of the Earth in 500 years. Ecology will have nothing to do with it. The direct democracy is not as useful as well. 

World government is dangerous

The UN won't be able to help as Stephen Hawking rightfully noticed.

Anarchy is not a solution as it is not viable.

Minimizing the role of the government through the development of citizen structures and networked economy will compromise the purpose and worsen the bureaucracy and investments, weaken the institutions of justice, increase poverty and reduce the quality of education,  and the efficiency of the technologies.

On the other side, it is easy to fix this situation. The solution lies in bringing the society together through the deliberative democracy in which discussion is the main part of making decisions.

The elties are dangerous:

They are more interested in dividing and conquering. If they are allowed to prosper, they will continue to divide and conquer producing more rifts between nations and organizations. This process will continue and speed up with the arrival of the immortal elitism and intellectual differentiation.

We need to start solving matters democratically to resist this.

Deliberative e-democracy is the only way

The people must take part in laws and decisions on their own without any political mediators. Right now, tech and Internet allow people to agree on laws and solutions more effectively than rulers. The tool of deliberative democracy - the Deliberative Structure - can be created only by the effort of the community.

Internet can save the humanity:

The issue of net neutrality is more than the matter of freedom. It's the matter of survival.

The potential of the Internet has not been unleashed to its fullest yet.
It can be more than automatization, more than call to action or uberization of the politics. It can be a way to realize the superiority of pure democracy over the hierarchic structures. You can see the efficiency of tech and digital technologies right now:
- Block chain-technologies which work without mediators, including law and solution making.
- Non-resourced or the primary "Politcal Uber".

The cost of intermediary calculations has decreased by millions, however the ultimate solutions are far from perfect because of the organization factor - the volutratry hierarchic one. The optimum has now shifted to the collective network solutions.

The time is of an essense:

It is expected that Russia and China will join efforts. It will result in the creation of the Limited Internet with the lines of Google, Wikipedia, etc. by the middle of 2020. It would be bigger than the free Internet. To make through this time, we need unity and transparency.

However, sadly, Joseph M. Bessette, Carne Ross, James Fishkin or anyone else has offered the effective tool of deliberative democracy in spite of this aspect being the most important part of our survival. 

Lack of modern tools:

DemocracyOS of Net Party of Argentina, PlaceAVote.com, IserveU - lacks efficiency and competence in making solutions. 
Electronic mailing lists, P2P-networks, Collaborative software, Wikis, Internet forums, Blogs don't correspond with the needs of the Internet.
All this is not enough for the countries of the second, more authoritative world.

AmericaSpeaks must be perfected otherwise the Russian propaganda will win.

The goals of Deliberative Structure

1. Unity. It doesn't have separate social groups or elites and is based on understanding of cultures and agreement.
2. Making democratic solutions to the social issues of people, which are more effective than the solutions made by elites.
3. Building a structure in which an independent collective mind would overcome the propaganda due to its structure and organization.
4.  Eliminating the laws which benefit the corrupt politicians and making laws for the people. This will be the foundation of unity.

Effective solutions exist, but they are unknown, while the famous ones get twisted and distorted.
For example: there has been made an offer to replicate the political system of France in Ukraine. It's not enough to translate the Constitution of France to Ukrainian. It will be used by the corrupt politicians to their own advantage.
The political system in itself is not trivial, so the people need to be proficient enough to make sense of it. The purpose of the deliberative structure is studying the specifics of the law making within the communication. The fruitful discussion is why we need this structure. Without it, reasonable people will never be heard.

The signs of deliberative stucture on the Internet:

• 100%-transparent;
•  P2P, no political mediators involved;
• Non-centralized;
• Human hierarchy is replaced by the hirerarchy of issues and solutions;
• Everybody can take part in it;
• Free access;
• Non-cenzored by the authorities;
• Offers non-limited rights to self-defense, which include:
• Deciding upon the course and type of group projects
• Option to unite into the groups which share similar worldview and are assembled according to the multiple automatic evaluations which are based on the rules of objective inclusivity.

What makes the Deliberative Structure different:

Automated decisions;
No biased solutions;
One person cannot decide for all.
If we don't use AI for good, it will be used for evil. The humans must make the rules for the automated decisions.

Collective self-awareness:

Naturally, the rules of automatization will be the object of the collective effort. However, the sentence begins with self-awareness, so the collective mind is the collective self-awareness and it must resist any attempts to use AI for vile actions.

«Deliberative Structure» is the mechanism of:

1. The independent and free generation of solutions;
2. The non-obtrusive way of spreading awareness of the solution and implementing it.

Will people use the Deliberative Structure?

It's in the human nature to surrender the control of the most important matters to somebody else. However, if everyone is provided with an option to grow, the structure will work.

The disparity in the goals is imminent, it's typical for any type of democracy

However, as long as the minimum of constructive goals is shaped, it won't be a problem.

Won't the self-made experts be bribed by the elites?

- It will suffice to direct the Deliberative Structure towards the networked economy and civilian policy. In this case the experts won't find the offer of the elites profitable and the elites will have nothing of interest for them. 

Won't it be used by the terrorists?

If the servers will be located in the democratic countries, they will be protected from the terroristic organizations and usurpers.

Within the effective Deliberative Structure:

1. The effective ideas must find allies and not be e
extinguished by the majority.
2. The effective ideas must be developed within the projects.

Such structure must be simple and convenient, and digital technologies have massive resources. People must be attracted not only by the convenience, but also by the efficiency of problem-solving. The structure should be focused on the practical realization, not on the analysis.
How can people make decisions without the authority mediators?

Which structure is efficient?

1. Grouping:

The people must have an option to get rid of the troublemakers which create the "white noise" in their information feed. However, they must do it personally, without any mediators who benefit from the existence of the troublemakers. The creation of self-made automated systems will assist them with this task. To deal with troublemakers, the people must join together and gather around the leaders of the opinions.

2. The network of development:

The history has already seen the effective structures for solving complicated matters.
Example: Analytic network process (ANP)

The Deliberative Structure must automatically support highligting:

  1. Issues
  2. Sub-issues
  3. Factors
  4. Subfactors
  5. Solutions to the issues of any level
  6. Building the network of matrixes and submatrixes which connects all the factors.
2.1. The hierarchy of topics:

The structure of scientific knowledge is based on the hierarchy of sub-topics due to its efficiency.

In the beginning, the hierarchy of topics can be used as it already exists in science. The shaping of such hierarchy can also be automated.

The survival can also be assisted by:

1. Political competition
2. The experience of the societies which existed without elites and authorities.
3. Increasing the political role of non-white, non-male participants to reduce ambitiousness and aggression.

The survival of the civilization is more important than social justice and equality.

The political competition within the regions:

In addition to the elimination of propaganda, we need the transparent distribution of the modern law-making experience. We need the competition between options. And for this, we need the decentralization and competition of regions.
The regions will compete. The people in the region with the most perfect democracy will be the happiest and motivate other regions to copy the model of successful democracy uniting the society in the end. However, the democracy won't be self-improved. While happiness and democracy are directly connected, it has more to do with luck (the influence from above, which is 10, not 1000, according to Drake equation). Right now we are observing the regress, so if we don't maintain the liberal democracy, we will be doomed under the controlled democracy and double standards.
The organized, authority-powered mind is winning in Libya and Ukraine. Ukraine is the priority right now.

We need the non-governental organization (NGO) of survival:

The establishment hides the threat;
The people are occupied with the matters which are important, but secondary.
Meanwhile, the "survivalists" prepare for zombie apocalypse instead getting ready for the real one.
Relying on the UN or the USA is not an option.
We need an NGO of our own to prevent political singularity.

The party of democratic immortality:

We need to create this party.
Refusing the option for immortality is better than allowing the threat of genetic perfection among the elites. The genetic exclusivity has a great meaning for the upcoming period.

The social science:

This not the science for the amateurs.
For instance, what the Ukrainians want? They want the increase of their income.
On the other hand, there is a real opportunity to grow their profits by 20% per year. They just don't know how and the existing theories are not supported because the authorities don't consider them advantageous to their own interests.
The aim of Deliberative Structure is to unite the experts with the people without mediators with the help of the Internet and avoid the propaganda from the authorities and corrupt leaders. The main direction of the social science must be the collective self-awareness. Therefore, the perfect social science is the avatar of the Deliberative Structure.
This is why I tried to start with a self-organized Deliberative Structure in 1990. 
Modeling is the best way of increasing the accuracy of calculations.
The distributed computing is the best for modeling.

People's government

Is not a government.
The Internet allows to create a structure with effective solutions and become the avatars of the Deliberative Structure.
To do this, we need to keep the Internet free.

Intellectual property is the main direction of the Western regress:

The war for the free Internet is also the war against the monopoly of the copyright and the author mediation.

Right now, Russia presents the biggest threat:

It should be democratized. It's the duty of Ukrainians to help their estranged kin. Russian and Ukrainians have always been the kindred nations. The Kreml authorities come and go, but the people remain. 

Currently, Ukraine is the priority:

Right now, the Ukrainians are the "chosen" people, who play the major part in the fate of our civilization. Also, Ukraine is the most fitting for moving the second world country to the side of the deliberative democracy.
The strong improvement of the quality of life with the help of the democracy in Ukraine is the best way to destroy the Russian threat. The Ukrainians must become richer and deliberative e-democracy is the perfect way. The protests only harm the goals of the people of Ukraine. The activists have the energy, but they don't see the potential. If they find experts like independent programmers (the tech and programming industry has always been the strongest aspect of Ukraine, but its tech experts do what's useful to them, but not what's universally important) and work together, this will be a great benefit.
Technologies are crucial right now. It's important to adjust the legislation to the sharp development of the technologies. The Ukrainians must apply their efforts into technologies and focus at several directions, because concentrating on a highly specialized branch allows securing the wealth.

What are the strong sides of the Ukrainians?

The majority of the engineers who built spaceships and planes in the USSR were Ukrainian. They have the same potential today and want to use it. It's important to provide the cooperation between the experienced engineers and young programmers to achieve the best results. For instance, they can build non-military microaircrafts and micro-spaceships.
The Deliberative Structure is the key to this.

Networked economy and Deliberative Structure:

The deliberative democracy is the basis of the networked economy, the democratic mentality and the elimination of corruption.
Networked economy is the economy without mediators, P2P and centralized management.
Networked economy is supported by small business owners and their tightly-knit collaboration made possible by the Internet tools.

Deliberative e-democracy over lethal weapons:

The deliberative democracy will be considerably more useful to Ukraine as it will provide positive feedback.
The economists already know what to do to make the life easier. However, the people don't know because of the propaganda. They need the entertaining ways to counter propaganda and modelled offers.
Although the countermeasures against propaganda really works, even the United States government doesn't need them.
The one way to liberation lies through our own initiative. This is essential for building the Deliberative Structure.

Ukraine needs assistance:

All compassionate people in the West are interested in the success of Ukraine. And they can help: not financially, but participating in social projects. It can be done from the distance.

«Cloud» battle:

Compassion and mercy are essential for solidarity. The Russian people currently show less of these qualities. We don't need to fight with the Russians in Ukraine, we need to fight for the souls of the Russians. Authorities in Kyiv don't this because the truth would disadvantage them. A response in the shape of the upper-interference in the Russian elections is necessary. We need 0.3 billions of anti-troublemakers to help the Russians.
