Deliberative structure and Democracy:

Representative democracy. - Its main drawback. -

"?"The tendency to degenerate into a" Managed democracy " -
- especially at the present level of development of political technologies and propaganda. -
1. People easily succumb to demagoguery,
2. It is easy to convince people of the need to choose "representatives" who already have power, because they allegedly have the experience and capabilities of "real cases",
3. Financial factor of elections increases,
4. "Primaries" - the nomination of candidates degenerates,
5. After the usurpation of power by the OGPG group, the elections are falsified.
6. Decline:
* Opportunities to recall "representatives",
* Openness and transparency of the state,
* Freedom of speech,
* Independence of the court and other institutions of the state, the power is monopolized.

Threat:

the Interests of professional managers are increasingly separated from the interests of the people.
This trend not only breeds negative phenomena, such as corruption, but is a major threat to the existence of Civilization.

People do not notice the threat, because the entire history of society was even more divided into classes, even more unequal and unfree.
There is an illusion even of the growth of democracy.
However, despite all the previous monopolization of power, it has never been so total and so high-tech. -
Kings did not even have the modern capabilities to manipulate people and manage social processes.

Russia is a Leader and a good example of an extremely dangerous trend.
Like Hitler's regime, the regime in Russia was formed democratically.
Despite the seeming preservation of the norms of democracy, freedoms and rights, the process in Russia in some sense even more dangerous than in Germany 1930.
And it is not a violation of international law and aggressive policy, although it is also there, namely the perpetuation of "Controlled democracy", which can lead to the death of Civilization, and even the physical death of the Earth after the middle of the 3rd Millennium.

Direct democracy is not optimal either. - Its disadvantages:

"?"Non-qualification of the people,
"?"Even slightly reasonable solutions require increasing time - to understand the issues, the complexity of which increases-along with the increasing complexity of technologies. - It is necessary to regulate, for example, issues: ecology of production, market, resources, safety of consumer goods, medicines and technologies themselves..

Advisory structure:

Internet however, provides a chance yet to escape the almost inevitable "End of history".

Deliberative structure is peer-to-peer decentralized free social grouping on the basis of competitive peer problem solving.
Differences it:
Free education groups. Groups are thus formed very much,
Restrictions on the activities of groups – only by international law, for example, on human rights, restrictions on calls for violence and inciting unfounded discord.

opinion Leaders ("Experts"):

their analog – bloggers collecting a lot of "likes".
Opinion leaders are ordinary people. -
They have no distinct "job" rights or obligations.
And there are no rules governing their nomination, except ratings - multiple – on a variety of criteria.
But even these criteria are formed-freely, spontaneously, however, in fact-on the proposal of the opinion leaders.
However, this can not lead to the consolidation of any power for them, due to the complete absence of the latter.

Power off the Internet:

the Choice of interlocutors, including leaders are made – to-bottom, individually by each person, and can be changed at least every minute.
That is, there is no representation. – People can decide not only with whom he agrees, but even – someone to listen.
At the same time, a person does not do himself, or rather may not deal with the solution of the problems themselves.
All power to the individual = no power = no" democratic " coercion and violence by the majority.

opinion Leaders compete not so much in the proposed solutions as in the art of informing people, including on the proposed solutions, because the very nature of the Internet – information.

the advantage of the Deliberative structure is that it does not require any legal support.
Moreover, any external regulation would be harmful to it, especially in authoritarian States.
The Advisory structure can be implemented 100%-independently and in parallel.

the effectiveness of the Advisory structure is determined by the convenience of its tools, interface.

Deliberative structure and Network economy:

Deliberative structure only works to complex Network economies ("Divine enterprise").
The Advisory structure is not a community of educational clubs. -
The Advisory structure organizes economic relations between people.
But, unlike the state, organizes them without relying on violence.

the Networked economy is not an economy on the Internet, although it is also.
The network economy is, like the Advisory structure-p2p is a direct, one-rank decentralized free economic interaction of people.
Recently coined the term-analogue of the - "Ubersetze".

Free economic relations are carried out directly - through the Internet - without economic intermediaries, as well as organizational – without political intermediaries.
This is not a denial of the state, at least now, but – parallel social and economic life.

Advisory structure and network economy in authoritarian regimes:

of course, authoritarian regimes will not allow the development of the Deliberative structure and Network economy.
Therefore, they must be created in the "Free world", although the need for them is much less.
And only then to be introduced, like cellular communication, – in the 2nd and 3rd worlds.

time Limit:

the Window of opportunity for self-organization of both the Advisory structure and the Network economy will remain until the mid-2020s - until the formation of the 2nd-"Nonfree Internet" on the basis of Chinese.

the existence of Civilization is at stake, perhaps, because "Governed democracy" is unsustainable. - After the use of heterogeneous control group of Artificial intelligence, it can become a big threat.

History:

in 1990 I made 3 attempts of self-organization of Advisory structure – by means of then activists.
The networked economy I also started offering in the 1990s.
However, have not found adherents, primarily because of the lack of Internet.
In addition, I could not explain my "contrived" and "stilted" "abstract" proposals.
Now there is a very specific, physical embodiment-network uber taxi.

Since the 1990s, I had even hoped to create programmes on my own that would form the basis of a Deliberative structure as well as a Networked economy.
But one is not able to do.
