The worst factors of "independent" science are combined with the worst in the structure of an authoritarian state.
State "science" is pseudoscience, not in the sense of evidence, but in the sense of efficiency and scientific organization of "science" itself.

To obtain material benefits, a scientific careerist must become a scientist, that is, receive a degree.
For this, the state bureaucracy has developed requirements. In particular, to have "publications" in peer-reviewed scientific journals.
Since the material well-being of a "scientist" in a poor authoritarian state is relatively high, there are a large number of applicants for this status.
Thus, the goal of numerous scientific careerists is, in particular, pushing their "articles" into journals.
Since the scientific level, novelty, and, most importantly, usefulness, are difficult to implement, careerists use simpler ways - the notorious "connections", blat, agreements and non-material "bribery" according to the mechanism "the cuckoo praises the rooster for praising the cuckoo" .
As a result, a multi-year queue is formed in "scientific" journals, and the journals themselves turn out to be overloaded with scientific-looking, hard-to-read, highly specialized, useless "articles", the novelty in which is reduced to "refinement of the coefficient", which actually does not matter.
"Scientific" "leaders", in turn, benefit from "truths", or rather "untruths" - their "young cadres", which is what they are mainly busy with.
The closed monopoly organization of an authoritarian state favors the processes as a result of which the community of "scientists", which is not departmentally connected with production, turns out to consist of scammers - professional verbiage.
The semi-official "science" hypocritically refuses any alternative organization to be scientific only on the grounds that it has not passed the "examination" of state "alchemists" and has not received a state license.
The deliberative network must begin with an analysis of one's own organization - from the point of view of efficiency and scientific character.

Many slipped into pseudoscience before they died, because they tried to create an artificial replacement for what had passed a long natural selection.
Analogue: Anti-communist revolution in the USSR 1991:
They canceled everything connected with communism, although it was enough to cancel only the "Planned Economy", which in fact was not planned, but distributive.
It was enough to allow freedom of entrepreneurship, even - someone else's (public) property.
Communists=Anti-communists, or rather=Chiefs, it was personally more profitable to deceive people and carry out privatization - in the absence of democracy and, accordingly, the absence of control mechanisms.

Do not try to immediately "keep up with 2 hares."
The goal is Social Science, independent of the state and corporations.
In turn, the 1st goal of this science is the Survival of a free Civilization.
That is, it is probably advisable to start - with duplication, with a slight adjustment - of state science, but without ties with the state.
Probably, nevertheless, it should be a non-hierarchical , P 2 P -system.
- That is, there should be no links not with specific states, but with hierarchical=monopoly systems. Monopoly is the main internal, organic property of hierarchical systems.

Scientific approach:
The ability to solve important scientific problems, that is, to be able to use the scientific method.
Your thoughts and results of your work should be coherently and consistently presented within the framework of the same scientific approach.

You need to show yourself as an independent researcher, but at the same time make references to the "titans" and other colleagues on whose shoulders your research stands.

You must show that you have done something new.
Publications:
This innovation must be tested in the ways accepted in the scientific community through publications in special peer-reviewed publications, conference presentations, patents and other joys of scientific life.
Applied value, recognition:
Something new should have a direct applied value, or at least your well-founded fantasies should be voiced and verified by colleagues in the scientific workshop.

Anarchist Science - Deliberative Network:
Science has always had an anarchist tendency.
And the state has always tried to "organize" it. It worked out best of all - in the USSR.
Universities have always fought for self-government.
Even in Russian science, power is not applied directly - not through hierarchical structures, but - indirectly - through numerous instructions, certificates, patents and licenses.
Even in Russian science, new scientists and works are recognized not so much by officials, supposedly scientists, but by real scientists.
However, the method of sabotage is ineffective both for science and even for the officials themselves.
The best solution for the Russians is to create a parallel, alternative, free scientific structure.
The anarchist organization for science is the most effective.
Paradoxically, in an attempt to stifle science, Russian officials may inadvertently create real Russian science - more effective than in the West.
