§ Alternative history. Our mistakes 1990:

We did the wrong thing in 1990.
We fought against the monopolism of the CPSU, for democracy, and so on.
However, with the departure of the CPSU, the monopoly passed to the state. bodies in which the KGB terrorists, who terrorized the people under the leadership of the CPSU, took over.
Democracy failed. Indeed, the people were not ready for it, and government agencies tried to wean them further from it.
In Russia, for example, in 1993 they simply shot representatives of the people who could interfere with them.
Not "supervised" by either the " party nomenklatura " or the people, government agencies hastened to use the state property they controlled - in their own interests.
They got rid of subsidized bankrupts, primarily in agriculture - they distributed debts to the people, and left for themselves = profitable - export enterprises.
They privatized, distributed not profits, but the book value - artificial in the USSR.

§ What would be the optimal strategy?

It was probably optimal not to hope for the emergence from scratch of a new democratic political organization that would control state bodies, but to democratize the existing political organization. That is, the Communist Party.
The liquidation of the monopoly of the CPSU had to be achieved, but not the ban on the Communist Parties, with the help of which state agencies have now become monopolists. - The same fractions of the parties . " Nomenklatura " would compete with each other and with government agencies.

Instead of privatization, it was only necessary to allow freedom of enterprise, with a gradual reduction in subsidies.
- Directors of state farms would compete with each other, including for the labor force.
Few would go bankrupt. - In a free "market" everyone cannot be bankrupt, but for this the "market" must be really free, independent of government agencies.
Democracy was needed, first of all, to protect the freedom (liberalism) of workers to determine the rules for disposing of property, and to prevent the economic monopoly of operational directors.

It was necessary not to transfer factories to someone, but only to allow private property.
This would increase competition, but would not lead to monopolization - theft of "people's" property by a few rulers.

And it was necessary to agitate the Sovieticuses not for democracy, but for political competitiveness .

§ Piecework salary of ministers:

In 1987, I also proposed to increase the salaries of nomenklatura workers, but at the same time making them piece-rate with a wide range of changes, starting from negative - in the sense of making positions freely occupied, but secured by personal property.
Given incentives, the bureaucrats themselves would achieve independence from their superiors.
Of course, the same democracy was needed to develop a system of performance indicators.
- Shareholders differ from Russians in their power over their enterprise.
In Greater Russia, when vouching :
1. We kept the control of directors more - to officials, and not to pseudo-shareholders.
2. Retained the lack of real economic freedom of directors and competition between them.
