Effective Altruism and the Deliberative Network:

Most people, when faced with the suffering of other people, they try to help.
However, the "key word" here is "collides". -
The authorities are trying to make sure that the layman does not encounter problems and does not think about them. - I gave money for entertainment and travel agencies.

Non-effectiveness of altruism:

On the 1st side, the authorities organize various "good" actions, for example, garbage collection.
Actions organized by the authorities are extremely ineffective from the point of view of the desires of the people themselves, they are the exploitation of good feelings and fraud, channeling good desires in a false direction.
On the 2nd side, there are many scammers who also exploit the "impatience of the heart" of people. One of the varieties of crime is organized begging, for example . when the "watching" bandit places the children in "their own points", and then takes away from them what the children have begged for the day.
On the third side, there is a policy of " hardening " already suffering people. -
The authorities do not need beggars , including they spoil the visibility of the social success of the government's policy. And the authorities are fighting begging , including by inciting the townsfolk against them.
On the 4th side, the authorities of even "democratic" states are interested in monopolizing any social activity.
The authorities do not need extra social activity and self-organization of people, even purely charitable ones.

Effective Altruism and the Deliberative Network:

Most people, especially in prosperous countries, are responsible .
Responsible people:
- Do not turn away from social problems;
- Do not pay off them, control the effectiveness of decisions.
The concept of "Effective altruism" means precisely the maximum effectiveness of the use of resources;
- They do not shift the decision to those who are not interested in an effective solution,
but solve them themselves - in the most effective way.
For the most effective solution of problems, an adequate organization is necessary.
Such an organization could be the "Deliberative Network".

Scientific and social tourism:

Effective altruism must begin with an effective socio-scientific organization - independent of the authorities.
Tour operators do not take clients to impoverished areas, they do not acquaint them with the problems of "rest" places, although if you ask the tourists themselves, they would be interested to know not only those characteristics of architecture, but also see local social problems with their own eyes.
One of the reasons for this is the control of tour operators by the same authorities.

Recently, an online guest service has appeared - the provision of housing - for free or on the principles of the "Gift Economy".
The idea of the young initiators of these services was cheap travel.
This initiative can easily be transformed into a more socially useful direction. - turn travel into a scientific and "practical" activity.
- Most of the young travelers themselves will be interested not only in seeing the world, but in observing it with meaning. Not just to take selfies in remote areas, but to report information - according to questionnaires.
Effective questionnaires should not be focused on performers, as government officials do. "science", but to conduct a semantic dialogue explaining the goals and calculations of the study.
Travelers of the valley should not be performers, but activists, including discussing problems and possibilities for their solution with local residents, attracting the latter to the Deliberative Network.

The most profitable "investments":

There are many social problems.
As a rule, they are solved with the help of money. - More investment - more results.

But charity is different from business as usual. – In business, in order to get money, people build organizations, work hard. The mechanisms here are debugged.
For charity, they simply give money or things.
As a result, funds for charity are spent much less efficiently than in business.

Social problems are fundamentally different from ordinary business problems. Therefore, the approach here should be different.
On the first hand, social problems are connected with spirituality, and people tend to think about spirituality more than about their work. That is, there is more free "intellectual capital" here than in the entire world economy.
On the 2nd side, today there is an opportunity to dramatically increase the efficiency of collective thinking of problems - with the help of IT , IA .
On the 3rd side, unlike business, you can find solutions that require very little money. This is also the specificity of many social problems.

Producers need running costs and sell grain below cost.
Next year, a sharp decline in grain production in Ukraine is predicted due to its unprofitability.
At the same time, the United States and Great Britain buy large consignments of grain from Ukraine for starving countries.

Solution:

Pressure on saboteurs at the US State Department to:
1. Organized competitions - for grain storage - on the domestic market of Ukraine, and did not buy grain at the exit from the latter.
2. Provided benefits to suppliers of fast-combined grain storage facilities in Ukraine.
Thus:
1. It will be possible to buy - directly from producers - several times more grain for the same money.
2. The famine will not be postponed to the next year, as agro -production in Ukraine will continue.
